Collectors in eight states may grant CAA citizenship

On 19 August 2026, the Home Ministry notified the Citizenship Third Amendment Rules, 2026, naming District Collectors as the competent authority in Gujarat, Rajasthan, Punjab, West Bengal, Assam except tribal areas, Tripura except tribal areas, Jammu and Kashmir, and Ladakh. Pending CAA files before Empowered Committees in those jurisdictions will now move to the Collector.

What It Means For You
- If you have a pending CAA file in one of the eight jurisdictions, the 19 August order says it will be transferred to the District Collector.
- New applications in those areas are to be submitted electronically to the Collector, who then generates an acknowledgement.
- You must appear in person to subscribe the application and take the oath; absence after reasonable opportunity can lead to rejection.
What's Happening
- The March 2024 notification that set up the committee route is made inapplicable in these jurisdictions. Later February and March 2026 orders were rescinded, with past actions protected.
- The Hindu noted the rule change came after the BJP formed the government in West Bengal, where Matua applicants are a large intended group.
- Sources told the Times of India that empowered committees had been slow, and Collectors were expected to cut delays.
Why Collectors Replace The Multi-Agency Committees
- Citizenship is a Union List subject. The 2024 committee model used Central officials from Census, Intelligence Bureau and postal departments so that state governments were not the clearing authority.
- West Bengal's previous Trinamool government had opposed the CAA. The Centre had set up multiple Empowered Committees in the state, including around the 2026 Assembly polls.
- Rules still list documents, including papers issued in the country of origin, which several Matua applicants could not produce during voter-list revision.
