What It Means For You

  • If you run or donate to an FCRA-registered NGO, the Bill will not become law until the joint panel reports in the Winter Session.
  • Minority-run schools and charities that raised the asset-vesting clause can now put that text before 31 MPs instead of a floor vote this session.
  • Anyone tracking House procedure can see the referral passed by voice vote while Opposition MPs were still demanding Amit Shah's presence.

What's Happening

  • Nityanand Rai moved a motion to send the FCRA Amendment Bill 2026 to a joint committee of 21 Lok Sabha and 10 Rajya Sabha members.
  • The motion was adopted by voice vote on August 12 after the House resumed from a morning adjournment.
  • Rijiju said the Congress had demanded a committee; Venugopal and Akhilesh Yadav still asked for the Bill to be withdrawn.

What the JPC Is Being Asked to Examine

  • FCRA regulates receipt and use of foreign contributions by individuals, associations and organisations in India.
  • A Christian leaders' delegation led by DMK MP P Wilson had asked for the Bill to go to a JPC and for a review of the existing asset-vesting section.
  • Mizoram Chief Minister Lalduhoma and Nagaland Chief Minister Neiphiu Rio had also asked for joint-committee scrutiny before a final vote.
