Livemint··9 Sept

Chief Minister Devendra Fadnavis said Maharashtra is preparing the DELTA Act as a legal framework for blockchain-based tokenisation of land and other immovable assets. He spoke on Wednesday at the Global Fintech Fest 2026 in Mumbai. Fadnavis said land assets potentially covered are estimated around Rs 50 lakh crore and called the framework India's first of its kind.

What It Means For You

  • DELTA stands for Digitization and Exchange of Land Token Asset under the proposed state law.
  • The framework is meant to set legal certainty, consumer protection and regulatory oversight for tokenised land.
  • Fadnavis said operationalising it will need Union and state collaboration.

What's Happening

  • Inputs are being taken from SEBI, BSE, NSE and experts in industry, technology, law and academia.
  • Fadnavis said tokenisation is about unlocking productive capital and liquidity, not speculation.
  • He tied the push to making finance more accessible after UPI's transaction democratisation.

How Land Tokens Would Work

  • Tokenisation converts ownership or economic rights in property into blockchain-recorded digital tokens.
  • A property worth Rs 1 crore could, depending on structure, be split into 1,000 tokens.
  • Kris Gopalakrishnan of GFF 2026 stressed inclusion, interoperability and trust in digital finance infrastructure.
