Jammu and Kashmir Lieutenant Governor Manoj Sinha said ordinary Kashmiris were not responsible for what happened in Kashmir during the Kashmiri Pandit exodus. Speaking at an interfaith conference in Srinagar, he described the Valley as a symbol of harmony and said the Constitution is India's only religion.
