Record cash in circulation but ATMs face shortages

Higher fuel, security, and logistics costs make ATM networks expensive even as transaction volumes fall nationwide. CATMi warned rural and semi-urban areas face the highest cash-out risk for DBT recipients and small traders. Deposits are not at risk, but access can still be uneven. What incentive would keep last-mile ATMs viable without penalising digital adoption?
