Railway Minister announces freight and skilling reforms

Railway Minister Ashwini Vaishnaw announced policy reforms on July 14 to move fly ash, fertilizers and foodgrains in closed containers, replace multi-slab freight rates with per-tonne rates, and introduce a unified Rs 25 crore container train licence. Private firms may design custom wagons through a five-stage approval process. Mandatory skill certification for contractors will roll out over 24 months.
