China proposes export controls on 23 AI technologies
Business Standard·
China has proposed export controls covering 23 artificial intelligence technologies, including large models, AI agents, chip designs and computing clusters. The Commerce and Science ministries' draft revises a catalogue of 40 technologies across AI, biotechnology and solar energy. Public consultation runs until November 15, 2026. Beijing said API, website and SaaS access would stay outside the proposed restrictions.

What It Means For You
- Indian firms using Chinese open-weight models such as DeepSeek and Alibaba could face uncertainty on future releases.
- API and software-as-a-service access would stay outside the draft restrictions, Reuters reported via Business Standard.
- Final licensing rules will decide which overseas transfers need approval.
What's Happening
- Thresholds cited include models at 10-to-the-power-26 FLOPs and parameter counts of two trillion or more.
- The draft also covers AI agents for national defence and critical information infrastructure.
- Most AI technologies would remain eligible for export, the Commerce Ministry said.
Open Weights Versus Closed Access
- Open-weight models let developers download parameters and run them on their own infrastructure.
- Proprietary services usually expose models only through an interface or API.
- The proposal is not final and remains under public consultation.
